Ubuntu oneiric unstable: changelog link for pulseaudio package in oneiric results in 404

I tried to view the ubuntu changelog for the pulseaudio package in oneiric, but the link gave a 404. Is this because there was no changelog specified with the package or is it an issue with the ubuntu packages website?

Because there was no changelog specified with the package. Probably it's a new update and so there isn't the changelog. Or it was an old update and the changelog is no longer available. Don't worry.

Aren't updates, new or old, supposed to have changelog? Do you mean to say changelog will be added some time after an update? If so, won't adding the changelog become another update by itself?
