Opening port for listening default postgresql 5432 port

I installed server 12.10 with the "--without-recommends ubuntu-desktop" option - this gives a minimal Unity GUI, without most of the addons for a desktop user.

Now I installed postgreSQL - service is running but I cannot connect using PGAdmin because the server is not listeing on port 5432,the default port for postgreSQL.

What is the command I should use to open port 5432 (or any port) for listening?

The default OS has all ports open and available by default.

Thanks to both of you. I had to use root credentials to edit the file but that did it.
