Solar theme progressbar slow?

I set the "Solar" theme to my default plymouth theme.

I recognized that the progressbar only fills to 1/3 of is length (compared to the same theme at Fedora).
The boot duration is 20 seconds at my system.
I tried a workaround at /var/lib/plymouth/boot-duration, but my changes are erased at the next restart.

How the progressbar can be fixed to use the full length?

Is the OS installed on a USB stick or SD card?

No. It's installed on HDD.

Cool, then the interface should be fast. All I can suggest is log a bug. It's only a boot splash so the impact is minimal to zero
