Start by extracting the files and reading the readme files. They should tell you a lot. The developer website will also give clues / guides.

What is the output of:

lsb_release -a; uname -a

Thanks

Focal Fossa has Perl 5.30.0-9ubuntu0.2 so using at least Focal (The latest LTS) will give you the package you desire and 5 years support (Until April 2025)
