error - broken count. happens at startup, just upgraded from 14.04

Performed an upgrade from a dvd. Previous version 14.04. Upgraded to 16.04 lts.

Old files appear to have gone which I opted to keep. Notification symbol states broken count error.

Now keeps saying system error detected.

Does recovery mode work?
Try to boot-up in recovery mode...
