Compile for extended APDU

This actually ist more a feature than support request. Please build pcsc-lite with the configure option "--enable-extendedapdu" in debian/rules. It is required for some RFID readers on the market, for example the popular CardMan series from OmniKey, which comes with a PCSC plugin.
