5s Timeout when bad network

Following the fix commited in Bug #962954 ,

In which package/version has the 5s timeout been implemented ?
(I cannot see it in the pastebinit 1.3/ 1.3.1 release notes)

When pastebinit times out after the 5s, what output will it return ?
(error message? blank?)
