no partitions shown

I'm running a duel boot system, win me and ubuntu.

I would like to decrease the size of the partition that Ubuntu is running on and add that extra space to win me.
My problem is that Partition Manager does not show any partitions to work with?

The Partition Manager cannot alter any partitions that are mounted, hence it cannot alter the partition on which Ubuntu is installed (while you are running Ubuntu). You can, however, run the Partition Manager from a live CD; you still might have to unmount the partition, but in this case it should be possible.
