Why is sshd now running with the -D option?

In lucid, the upgrade from 1:5.3p1-3ubuntu4 to 1:5.3p1-3ubuntu5 now results in the SSH daemon running with the '-D' option. That is the option to not detach the ssh daemon from the therminal when starting.
"-D When this option is specified, sshd will not detach and does not become a daemon. This allows easy monitoring of sshd."
This seemed a weird change. Am I overlooking a ticket that explains why this change was made? I am not seeing any adverse effects or anything, I am just curious and basically wanted to make sure it was deliberate.
