The repository is maintained by Canonical. I believe you mean PPA. If the packages in the repositories warrant an upgrade then report a bug stating the bug and security fixes the newer version gives. If they are significant then the package will be updated. If it's a case of just a new release then this is not grounds for an upgrade, especially if you are using an LTS release. Packages with significant issues will be prioritised. You can start the process by running :

ubuntu-bug libreoffice
