When you scan a document, what you usually get is more or less a photograph of the page.
If you want to convert that into a text document you need OCR (optical character recognition) software.

There is OCR software available in Ubuntu, e.g. the cuneiform, tesseract-ocr, gocr, ocrad or ocrodjvu packages, but I haven't used that myself so far.

There is also a application called OCRFeeder. It is in the Software Centre. It will scan a document and convert it to an odt file using OCR.

Like all OCR, the conversion is not always perfect, so you can clean it up in OCRFeeder before you export it to odt, or you can export it to odt and clean it up in OpenOffice.org.

I find another free online ocr http://www.online-code.net/ocr.html, supports 40+ languages, can convert image to plain txt file and searchable pdf document.
