how to upgrade ocfs2-tools to latest version

Is this package scheduled for an update anytime soon? OCFS2 is up to 1.6 now and brings several new features that would be useful including much larger partition size limits and quota support.

sudo add-apt-repository ppa:andreserl/ha; sudo apt-get update; sudo apt-get upgrade

that repository appears to be empty for the lucid release. is that a bug or on purpose?

Its maintained by a user, not canonical so it's content is not certain. It's definitely not a bug. There are other PPAs which are searchable here:
https://launchpad.net/ubuntu/+ppas
