I would like to know if there is a way to get nmh-1.8-1 for Jammy.

Why is it not available ?

nmh 1.8 is still under development by Debian.
nmh (1.8~RC2-2) unstable; urgency=critical
May be available in a future release of Ubuntu.

@Bernard: That is not true. nmh version 1.8-1 has already been packaged for Ubuntu mantic, but it has some dependencies that makes that package unsuitable for jammy.
