How do I add IP pools for floating IP?

I have deployed an all in one OpenStack setup using apt packages in ubuntu 20.04. I am unable to get the vms to connect to external networks.
The l3 agent is openVswitch.
The serve has two NICs one of which has the Internet access.
According to what I read, the provider networks should take care of the Internet network.
I am able to run the instances, and see through VNC console from horizon. But I am unable to figure out how to configure the networking to allow network access to the instance in Nova.

I plan to deploy to multiple nodes. But I just want to figure out where/how to connect these nodes to the external network.
I understand how VXLAN works. And how neutron nodes are supposed to work.
BUT Where in the /etc/neutron/ should I change to make the vms access the Internet? Is it a cli? Is there a bridge I need to connect with external NIC?
It's a bit overwhelming. Any help would be REALLY appreciated. *~*

I deployed manually. From the openstack docs. WIth the controller, compute and neutron node all being the same.
I also have a deployment made from Kolla-Ansible wallaby.
