should nc-config be part of libnetcdf-dev rather than netcdf-bin

In using netcdf to install a package in the statistical software R (the ncdf package), we encountered a failure because we had only installed libnetcdf-dev and not netcdf-bin and the installation required nc-config. Since nc-config is used for development, it occurs to us that nc-config should be part of libnetcdf-dev.
