version for Ubuntu 16.04 LTS

Hi People,
      Is there a version of necpp that will install and run on Ubuntu 16.04 LTS?
apt-get does not find one.

Its in the universe repository. Make sure you have this enabled

PC says universe is enabled, but cannot find package.
