can't connect to linux on local lan

My local network has two linux dapper computers and one windows 98. The dappers can access the Windows 98 but how do I access the other linux computer?
(all of them access the internet fine, except the linux computers keep thinking the gateway is the primary DNS so I have to delete that on every boot. The secondary DNS shown is the real one.)
Issuing Network Neighborhood on the Windows 98, I can't see either of the linux dapper computers.
Is there some sort of shared permissions that have to be set?
I looked in "The Official ubuntu Book" which has an extremely brief section for networking, considering how complex networking is, and also in Wiki and Community.
Appreciate any pointers anyone has.
