unable to change file permissions for executable file

I have installed ubuntu as a dual boot on my windows vista machine. I am attempting to access the windows files on the windows partition. I wish to execute a file in wine. I cannot do so because the file permissions are preventing it. When I right click on the file in the directory and select properties and then permissions, I go to put the checkmark into allow executing file as program and the checkmark immediately disappears from the box. How do I use the GUI to set the permissions properly for this file?

You cannot change executable flags on NTFS. It is too primitive to hold Linux permissions. You need to mount the entire partition executable. Unless the application you intend to run is super portable I doubt it will even run.
