system-oomd kills apps even with 24GB RAM and 20GB RAM free

Ubuntu 23.04

system-oomd randomly kills apps like firefox, vivaldi, nemo.
But my machine has 24GB of RAM and when the apps where killed there still was 20 GB of RAM free.

i disabled swap because of enought RAM.

now i disabled system-oomd.
But that couldn't be the solution.

Is there something to change the behaviour without disabling the process?
