why generic-pae kernel on Lubuntu?

As Summary,
why generic-pae kernel on Lubuntu?
I mean, in http://
"Please join us and contribute creating a lighter, less resource hungry and more energy-efficient Linux Desktop."
and in http://
"In computing, Physical Address Extension (PAE) is a feature to allow x86 processors to access a physical address space ... larger than 4 gigabytes."
I think: the key word is "less resource hungry".
So, i think also, the largest percentage of Lubuntu's users, install it on computers with less than 4GB of ram.
For example the olds pentium 4 motherboards cannot have more of 4 GB ram.
Thanks everybody.
