It seems that the packages linux-tools-5.15.0-60 and linux-lowlatency-tools-5.15.0-60 cannot be installed at the same time (maybe a bug in packaging the software). You probably have to decide on one of them and uninstall the other one.

For diagnostic purposes please provide the output that you receive for the following commands (to be executed in a terminal window):

uname -a
lsb_release -crid
dpkg -l | grep 5.15.0-60

I assume that this is the same problem, that has already been reported in Bug #2002799
I suggest that you open that bug report and click on "This bug affects 1 person. Does this bug affect you?" to confirm that bug report (even if you run a different version of the kernel).

For the time being (as long as the bug is not corrected) apparently you cannot have both the -generic and the -lowlatency kernels installed at the same time. unless you force overwriting the conflicting file (I cannot predict the consequences).

I assume that the commands
sudo dpkg --remove linux-tools-5.15.0-60
sudo apt install -f
will bring the package management system back into a consistent status.

If you want the cause of the problem to be solved, then you should contribute by confirming the bug report ("affects me too").

Thanks for your answer,
dpkg says
Linux-tools-5.15.0-60 can not be removed because it is not installed
