radeon: update SMC firmware for SI parts
From internal commit: c7c36e204eda9715ae70f8c5b1a7bec636ef7f56

I migrated to yakkety kernel however I am missing the below firmware isn't available in the 1.161 version of linux-firmware

-rw-r--r-- radeon/oland_k_smc.bin bin 62748 -> 62692 bytes
-rw-r--r-- radeon/oland_smc.bin bin 62316 -> 62260 bytes

I suggest that you create a bug report, providing details what devices need these firmware files and where to find them.

The files exist already in the below commit reported on 5th Oct.

When are those changes are expected to be published ?
