libzip2 i386 and amd64 can't be installed

Something odd is happening while installing packages in synaptic with multi-arch. If I attempt to install "libzip2:i386" it says it must remove "libzip2" (the amd64 version). I proceed. If I then wish to install teh amd64 version it says it must remove the i386 version.
Have I broken something, or is there a dependency issue in the packages?
