how to change system language?

Since I installed 10.4 on my laptop I have not the Dutch but English as system language. During installation I chose Dutch.
When I look in Languagesupport than I see only Dutch and when I choose to apply to whole system it does not have any effect.
However the Open Office has completely Dutch menu.
How can I change the system to Dutch?

Dear Marco,

I solved the problem.
I removed installed Dutch language and after that the system began to
install Dutch language. Than I moved in Languagepack Dutch to upper
position and applied to the system. After that I logged out and in and
woow it was done.
