cannot get Quanta to recognize Cervisia plugin

Tried to use Cervisia via Quanta but I keep getting error that either Cervisia or kde3/libcervisiapart.la is not installed. I looked in Synaptic and found that Cervisia was already installed but no trace of kde3/libcervisiaprt.la. Cannot find anywhere in repository or the net. I load everything thru Synaptic. Versions in repository are: kdewebdev 4:3.5.10-0ubuntu1 & cervisia 4:4.1.3-0ubuntu~1. Am using Ubuntu Desktop 8.10. System: Toshiba P200, intel core2 duo centrino. Any help in this matter would be greatly appreciated.
