kcm-touchpad doesn't appear to use Launchpad for translations. The project seems to be based at:
http://github.com/mishaaq/kcm_touchpad
Perhaps you can contact someone there.

I add that locale is in the locale support for kde,
for example the italian one is in language-pack-kde-it-base
