Cannot set wireless regulatory domain on Dell Inspiron Mini9

The 904 release notes state to use "iw reg" to set the wireless regulatory domain:

However the following command fails on my Dell Inspiron mini9:-

$ sudo iw reg set GB
nl80211 not found.
[/code]

This is using Ubuntu 904 release candidate. Should I raise a bug for this issue, or would it be due to the propriety broadcom STA wireless driver?
