ATI AMD HD2400 PRO kernel 3.10

fglrx does not support your card on Raring. You can downgrade the Xserver and use the fglrx-legacy driver (I'm assuming that's what you've done), but that's not officially supported. I'm converting your support request to a question, as that's more appropriate.

How you installed the 3.10 kernel ? 3.10 kernel they say that works good with the Open Source driver (radeon). As @Daniel said, your card is not supported by ATI in recent versions of Linux ( X >= 1.13).

Also if you installed the 3.10 kernel from mainline (http://kernel.ubuntu.com/~kernel-ppa/mainline/) then you will not have many functionalities. Kernels there are only for testing proposes.

I suggest to revert back to the Original kernel and install fglrx-legacy through ppa:makson96/ppa

Any module built with DKMS must be rebuilt whenever you install a new kernel, so yes, that's normal. There's nothing you can do except hope AMD/ATI updates their legacy driver to be compatible with newer kernels.
