I assume when is stable will be move to Ubuntu repositories.
Alternatively you can try to download the source packages and compile the program with pbuilder for your specific Ubuntu release.

There is a PPA https://launchpad.net/~suraia/+archive/desktop with gnuplot 4.6.3-1~raring1
Maybe that does what you need.
