Thanks for your bugreport. Examining the information given, it doesnt appear to be a bug. Therefore converting to a question

Hello

Remove duplicate sources.
Press Alt+F2 and type this

gksu gedit /etc/apt/sources.list

It will open sources.list file in Gedit with root privileges.
Delete all contents and add these sources :

deb http://in.archive.ubuntu.com/ubuntu/ hardy main restricted universe multiverse
deb http://in.archive.ubuntu.com/ubuntu/ hardy-updates main restricted
deb http://in.archive.ubuntu.com/ubuntu/ hardy-backports main restricted universe multiverse

Save file and execute this

sudo apt-get clean all
sudo apt-get update
sudo apt-get dist-upgrade

Or if it doesnt work,

Click System > Administration > Software Sources
Click the Download From menu and choose other
Click the Select Best Server button and wait till it finds one.
Click Choose Server
Run the update manager again.
