The top bar is missing

When ubuntu loads I don't see the top bar or anything I used to see in the previous version I used to use. I only see the icon I have on the desktop and nothing else.

gconftool --recursive-unset /apps/panel && killall gnome-panel

Will give you default panels

Thank you all for your help, I tried to use the help you gave me but since I am new to linux I had no idea of how to use the instructions you all gave me. What I did was to re-install ubuntu 10 and redo the upgrade natty 11.04 but when it reached the cleanup process I just selected not to delete the files it said I did not need anymore and when the computer was restarted I saw the top bar and all that was said to appear after the upgrade.
