Why does gnash need codecs?

Why does gnash need codecs to play a youtube video? When I try to play one, I get the dialog box asking me to search for a suitable codec. This is very unlike Adobe Flash - movies just play. This would make Gnash a bad alternative for me as I live in the US and would like not to break any of those Copyright or IP laws or whatever surrounds codecs.
