You dont have permissions

I am trying to copy a glabels template into \usr\share\glabels\templates using the file manager and the graphical user interface and I get told I do not have the neccessary permissions.
How do I get the permissions?

Only the root user ( system admin account with all permissions) can do changes to that folder.
You have two options:

1. If you need the templates only for your own user account, please place them in the Templates (name might be translated) folder of your home. It is made for. As a bonus, you will get it listed in the Create New Document… menu of the file manager. You can structure this folder with subfolder.

2. You can open the Terminal (Ctrl + Alt + T) and run
gksudo nautilus
This will ask for your password and open a root file manager window. You should note that you are an other user in this window and you have to look for the file manually. Also be very careful, doing something wrong in this window might result in severe problems.

Trying option 2 I can open the root file manager window but it is not populated by files or folders
An empty Desktop icon and a GNUStep icon with an empty library folder are the only icons.
Showing hidden files does not change anything.
Any suggestions?

As I said you are now an other user and you are in his mostly empty home folder. You can navigate with the shortcuts on the left.
Also the Backspace key helpful, it brings you up one level. With Ctrl + L you can enter pathes directly. Your home should be visible in /home/.

Remember this is a unix like system, use /, not \.
