gedit does not, by default, add encodings for user language

Some time ago I installed Xubuntu (Greek) which had, by default, already added encodings for WINDOWS-1253 and ISO-8859-7 in the "open" and "save as" dialog. In all versions of ubuntu (8.04 to 12.04) I had to add them manually. This is also an issue in other projects (ex. gnome-subtitles).
Can this be included for Ubuntu also?
Or this is distibution specific? (in that case Xubuntu)
Or this is special request for every package?
