If you still have a panel (at the bottom of the screen), right click it and choose "Add new panel". Drag and drop will allow you to place the bar where you would like it to be. Right click it and choose "Add to panel". A window should appear with possibilities. You'll at least need the main-menu, clock and similar things.

I can't say for sure if there's a quick fix in resetting the entire gnome layout to the default one.

You'll have to create an entire new panel for that and drag it to the top of the screen.

reynald suggests this:
I just encountered same problem when I started customizing contents of my menu bar using the MAIN MENU & MENU EDITOR (I cannot even start the menu editors!).
The simplest remedy is to recover the Applications.menu file in the /HOME/<user_id>/.CONFIG/MENUS folder (this is where the User-Edited Menu files are stored) by going to PLACES menu bar. If panel bar is also not visible, open the TRASH icon to open the MENUS folder. Erase Applications.menu file and rename with your selection (Applications.menu.undo.nnn) to Applications.menu. Don't forget to turn on the SHOW HIDDEN FILES <ctrl+H> sub-menu under PLACES or VIEW menu bar.
If you want a copy of the Menu Bar at the state when you have not used menu editing yet, copy it from the /etc/xdg/menus/xdg folder or equivalent (non-Gutsy).
