I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left if there are no serious issues with a package. Just because a new release is available doesn't get the repositories updated. It doesn't work like that in Ubuntu.

You may find a PPA here on Launchpad.net and that will come with all the caveats of a PPA. The freecad guys may have their own package source you can use.

https://launchpad.net/ubuntu/+ppas?name_filter=freecell%20solitaire

Remember to filter for your Ubuntu release. Not all PPAs support all releases

1. actionparsnip's link apparently got a wrong autocorrect, it should be https://launchpad.net/ubuntu/+ppas?name_filter=freecad

2. There is a "freecad daily" PPA with version 0.20 https://launchpad.net/~freecad-maintainers/+archive/ubuntu/freecad-daily

3. Ubuntu is copying packages from Debian to avoid double packaging work.
Debian has already started with version 0.20, but experienced regressions on all architectures except amd64, see https://tracker.debian.org/pkg/freecad

Thank you guys for the clarifications. The issues on Debian repository are very clear. Anyway, I'm trying freecell now as suggested, no more hurry to upgrade freecad :-).
