Look at https://wiki.ubuntu.com/Releases and you will see that support for Ubuntu 11.04 has ended almost five years ago.
Ubuntu 11.04 is not supported any more, and there are no packages available for installation.

I recommend that you install a current release of Ubuntu, e.g. 16.04 LTS with support until April 2021

Run a final full backup and then wipe the install off then install Xenial (Ubuntu 16.04)
