My best guess would be, the Firebug package was transitioned to xul-ext-firebug somewhere between Hardy and Maverick (10.10). Here are some of the links I found which might help you:

No idea; there may be unresolved issues since the release that is supposed to work with later versions of Firefox is still in beta (and might have been for some time) however the project is not dead. You could try installing firebug from the PPA Jean listed, or if that doesn't work you might like to try the V1.9 Debian release from here:
http://pkgs.org/download/xul-ext-firebug

Just download the .deb file then double click on it in the file browser and it should kick off the install, but you won't get updates through update manager if you do it this way, whereas with the PPA you will do, if and when the PPA is updated.
