Creating a new hotmail account is out of scope of Ubuntu. You can use any computer with a web browser. On Ubuntu click on the little blue Eath at the top left. Type in "http://www.hotmail.com/" and push return. You can click on the "Sign-Up" button.

How do I check my hotmail using Evolution Mail?

Sorry, there is no easy way. However, if you would like to do some hacking there are some people that have gotten it partially working. Search for "evolution hotmail" with google if you want to try.
