If Ubuntu 8.10 ships with Gnome 2.24, why Ekiga 3 isn't part of it?

As you can read from the Gnome 2.24 release notes: http://library.gnome.org/misc/release-notes/2.24/
Ekiga 3.0 is part of Gnome 2.24. Ubuntu 8.10 ships with Gnome 2.24 but it contains Ekiga 2.x not 3.x, why?

ekiga 3 was slightly too late for 'feature freeze' this time around, this is a period of time before ubuntu is released where no new version's are allowed of any software so that bugs can be found and fixed in the current versions. unfortunatly this means that 3.x is not included in ubuntu this time around, it will be in 9.04
