why eclipse-plugin-cvs package depends on cvs package

Currently, eclipse-plugin-cvs package depends on cvs package(the cmdline cvs client), but eclipse-plugin-cvs writes its own cvs client in pure java, it does not use the cvs command from the cvs package afaik, is this dependency unnecessary?
