the dpkg system does not work

after i fail to install ubuntu-tweak*.deb, i can't install any softwares i want.worse , i can't open the Synaptic Package Manager ,and just only get the following information:
  E: The package ubuntu-tweak needs to be reinstalled, but I can't find an archive for it.
  E: Internal error opening cache (1). Please report.
how bad!

Its not an official package so is not supported here. This may help you reinstall:
