i have already installed 19.10 lts. now how can i install crypt and configure my laptop to start with crypt

Ubuntu 19.10 isn't LTS. Ubuntu 18.04 and Ubuntu 20.04 are LTS. Ubuntu 19.10 is only supported until July this year
