As written in the FAQ, there need to be specific circumstances to upgrade a package version in an already-published Ubuntu release.
Ubuntu 19.10 is already in pre-release freeze, so such version upgrade in Ubuntu 19.10 would need a freeze exception, which I do not expect to happen.
So the earliest possibility for containerd version 1.3.0 is Ubuntu 20.04.

Maybe one of the PPAs has such version (or will upgrade to that version soon), see https://launchpad.net/ubuntu/+ppas?name_filter=containerd or you could create a PPA of your own with that version.
