hardware blacklisted in compiz?

A couple weeks back an update killed desktop effects on my computer. My understanding this is the compiz package (im not sure where compiz-fusion falls in). Now when a try to enable any of the various desktop effects options I get an error "Desktop effects could not be enabled". I have found out that my hardware specifically i believ the graphics card (intel gma 965), has been blacklisted. The command "SKIP_CHECKS=yes compiz" will allow compiz to run.

Could anyone provide an explanation as to why my hardware has been blacklisted if it actually works?

Also if this problem is not going to go away or in the meantime Im trying to figure out a way to run the above command on startup so that I do not have to manually all of the time and also so that I do not need to leave a terminal open for compiz.

Blacklisted because video does not work when compiz is enable also provided was a method to run on startup.
