why does cloud-init run in single user mode?

When I choose single user mode, I expected cloud-init to not run yet it does.

How can this be prevented?

I replied in the email but didn't see it added here. Hope it is added twice.

I guess I should have included some of this in the original question.

% lsb_release -a; uname -a

You can edit the run levels using the /etc/rcX folders. The K files are processes that are (k)illed and the S files are (s)tarted. Just remove the file to start the service under rc.1

You may want to make sure it is started in other levels though or the service won't start
