chromium-browser: scroll bar jumps when pointer moves out of range

When browsing a web page longer than the window, grabbing the scroll bar and dragging it to the top or bottom reveals odd behavior: if the pointer strays too far beyond the confines of the scroll region, the scroll bar jumps back to its original position. To me, this is very annoying behavior, and certainly it's different than under 12.04. Wondering if this is intentional or a bug.
