content server needs to be switched on again after every reboot

Calibre and its library live on a W10 PC.
It is also approached from a chromebook, and that works fine, after switching the contentserver in calibre on the W10-pc "on". After rebooting the pc the content server appeared to be switched off and had to be switched on again.
That behaviour was consistent.
Is there a way to keep the content server up and running, as soon as the W10-pc starts and, with preference, without having to start Calibre on the W10-pc?
