C++: missing package : build-essential

I have read other FAQs on installing C++.
I tried this: I typed in the Terminal
"sudo apt-get install build-essential"
But finally I get the message :
"Couldn't find package build-essential."
I tried other packages like g++ and pentium-builder.
What could be wrong?
(I have ubuntu 9.04 installed within windows XP)
Also how do I know that it has been installed?
