I have symptoms described by bug 414724, should I say I'm affected?

I'm running Ubuntu at home, and after some painful troubleshooting on my own with very little help I believe I have the same symptoms described by bug 414724: my computer is ignoring broadcast ARP requests. The details of my troubleshooting are here if you're interested:

My question is, does the scope of bug 414724 cover me, or do I have a separate related bug? I'm running Ubuntu 13.04 Raring Ringtail on a Lenovo S10-3 ideapad (a netbook) with a 32-bit dual-core Intel Atom processor, and the Broadcom BCM4313 chipset. I have the bcmwl-kernel-source package installed. It looks like the original bug reporter has a processor with amd64 architecture.

I installed Ubuntu 13.04 from scratch (accidentally -- long story) on this computer, after having run the previous current release versions of Ubuntu since 2010. My problem is that Samba doesn't work, and the computer doesn't ping; I've traced the ping problem to this issue of ignoring broadcast ARP requests, and I'm guessing that the Samba problem is related. My point is that Samba and ping worked fine with Ubuntu 12.10 Quantum Quetzal and earlier versions. Maybe 13.04 Raring Ringtail included a new driver that has the bug?

So sorry to drag this question out, but I wanted to make sure I'm saying "me too" to the correct bug. I've seen lots of users say "me too" to bugs that don't remotely describe the problems they have.
